Our Mandate

To strengthen and empower rural communities in food security and natural resource management programmes in the sugar belt and tobacco growing regions of Western Kenya.

REFSO has been actively involved in promoting root and tuber crops, banana and lucrative legumes production in the region among CBOs and rural community farmer groups.

The emphasis has been on promoting the wide spread dissemination of tested technologies from research institutions to increase food production, household nutrition and incomes.

REFSO to date works with many community groups on technology transfer and rural development programmes. 


Background

Food situation in Kenya and in particular rural areas has been disappointing. The 1997 poverty report by the government of Kenya indicated that 51% of the total population of Kenya was food poor. The situation could be worse today.

The same report indicated that 61.77% of the total population of Busia district in Western Kenya was food poor. The situation could be worse today.

There are discouraging findings about the food situation in Western Kenya. In Eastern Kenya most communities only depend on relief food supplies, leading to cases of malnutrition. Among other factors, food crisis is the primary contributing factor to general poverty, which has left especially the rural folks in Kenya hard hit.

From the 1997 poverty report by the government of Kenya, it was reported that the level of absolute poverty was 53% in Kenya, 68.63% in Busia, while hard-core poverty in Kenya was 35% and %0.98% in Busia District.

Today are widespread incidences of rural poverty with about 87% of all the poor people being rural dwellers

Findings about poverty situation in Kenya have introduced what is called Poverty Reduction Strategy Paper (PRSP) by the government of Kenya, with the view to address poverty.

Its against the above background that the Rural Energy and Food Security Organization (REFSO), a national NGO was born in 1996 so as to strengthen and empower communities in food production, energy conservation and natural resource management in sugarcane and tobacco growing zones in Western Kenya.

REFSO was fully operational from 1999 after official registration.

Initially REFSO began its operation with two community based groups in Busia District in April 1999. To – date, Refso has expanded its activities to cover Busia, Siaya and Bungoma Counties. REFSO has also extended its activities across the border to Busia district in Eastern Uganda.
